For foreigners wishing to obtain a second passport, Vanuatu offers either a naturalization path or a path of obtaining the citizenship by investment. The state also offers flexible immigration legislation that does not prohibit dual citizenship. This is relevant for individuals who wish to retain their current citizenship while obtaining a second Vanuatu passport.
If a foreigner wishes to obtain a Vanuatu passport, he will need to prepare certain certificates and other documents (marriage certificate, birth certificates of children, if any, employment certificate, certificates of no criminal convictions, and so on). He must also be over 18, with good health, and have at least $250.000 on his bank account.

I case of naturalization, permanent residence in Vanuatu for the most part of each year over a 10-year period will be required.
Foreigners who intend to reside in Vanuatu for one year or more must obtain a Vanuatu residence permit before obtaining the Vanuatu passport by naturalization. This can be done when arriving into the country.
